The ordering rule
Hard approval gates FIRST; rank only what has already passed safety and technical requirements. A viral material must never outrank a proven one because it has more views.
Worked example
Both assemblies raised on 2026-08-26 sit at HOLD. The roof build-up has five blocking questions and a fire claim recorded CONTRADICTED; the wall panel has no material permission in the estate's own material table. That is the gate working, not the gate failing.
