Governance
An observation is not a rule. What separates them is the evidence ladder, the publication level and the decision boundary — all three travel with every rule in the register.
Evidence ladder
| Level | Means | Weight |
|---|---|---|
| A | Verified repeated outcomes | Real jobs, measured. The only level that carries a claim on its own. |
| B | Technical / manufacturer / Book | Canon, datasheet or standard. Promotable to APPROVED. |
| C | Market observed | Seen once in the market or on site. Supports, never decides. |
| D | Hypothesis | Mechanically barred from APPROVED. |
