ALT-03 is a SITE HOLD-POINT living inside a technical book: do not install timber doors before air-conditioning commissioning. The estate settled that sequencing rules live with the book that owns the material, not in a separate site volume.

Key fact
WPC-VT-01 requires a rear ventilated air gap behind panels with the vapour barrier on the WARM side. WPC-FX-01 makes combined adhesive plus mechanical fixing MANDATORY above a stated panel height and weight. WPC-WP-01 states plainly that the panel is the finish layer over the membrane and is never itself the waterproofing.
Why it matters — This is the single most relevant book to both assemblies raised on 2026-08-26, and neither cited it. It already answers the vapour-control question and the exterior-fixing question that were recorded as blocking.

Key fact
It is the resolution target for the shared REF- namespace. Until it was supplied, seventeen REF- citations already written into this repo pointed at nothing.
Why it matters — PP-04-C (Access for Service) is the safe-recovery principle the INSTALL_RECOVERY axis recorded as having nothing behind it. It was there the whole time: access panels at plumbing, junction boxes never permanently concealed, inspection access at HVAC, full servicing access at water heaters — plus PP-04-D's ground-floor joinery inspection clearance. The axis gap was a citation gap, not an absence.
Must not
- Restate any REF- table value. Cite the table. That is the entire reason the tables were consolidated — the sealant rule was being restated in five books before REF-SE ended it.
- Write a bare zone number. REF-Z runs dry to wet; Book 8's waterproofing zones run the OTHER WAY, so the same digit means opposite things. Book 1 states the rule: always qualify the word Zone.
